The legend is in the Cyrillic script as used in Russia etc. I can just about read the last two words which I'm pretty sure translate to "Archangel Michael".

Think it might be ONE HRYVNA on the bottom .Which would be a currency value , but I doubt it would be a currency issue (similar to the silver £20 coins the RM produce )

I dont think it is currency . It looks like a commemorative medal / coin of some kind ,possibly Bulgarian . Going by the info on it , it says 31.1 (possibly gram) 999.9 AG (silver content ?)

I think it is a blundered strike. No privy mark before ermine would fit, it isn't a castle, crown, portcullis, lion, rose or pheon. Maybe an elaborate ermine punch, or a reworked one?

Another possible reason why the LCW might have been dropped on pennies after 1861, is highlighted at page 422 of Peck. At the asterisked point 4, it reads:- We know this, for example, from reverse D, especially on Freeman 26's. Although this apparently only applies to the reverse, maybe it was decided that it was just not worth the effort of keeping on with the LCW or L C WYON, because of the signature degredation issues.
