1919 Penny reeded edge - PMD or something else ?

Am on my cell phone, so images are small....

But my gut feeling is post mint.....

I have a few from the 1890's.... all post minting.

IMO, not mint milling on edge there - highly irregular reeding and not just poorly imprinted/struck.
