Part of a bulk lot, so it doesn't owe me much, but I don't think that it's right. A gram underweight is probably acceptable but there's also the odd raised < shape to the back of the neck on the obv.

looks cast strange weight is about right - it may not be pure copper

There's certainly copper showing through on the laurel wreath but I think you're right on the casting though.

I think it's just corroded with subsequent metal loss. The legend looks a bit thin in parts and the pitting is consistent with being in the ground for a long time. The range given in Peck is 9.42 - 10.62g, but there must inevitably be a few outliers. If it is 8.4 I wouldn't worry given the condition.

Above poster might be right - it might have been underground for a long time - in whice case you are lucky to be able to even identify it - however it still looks like its been cast!
