Uncertain Mint Half crown

Hiya all

found this a few years ago.

Half crown of York 10.5 gm.

It is said uncertain half crowns were made by inferior and sometimes by exceedingly unskilful, workmen

I don't think this was, but who made it ?

any ideas.
