Would need to see a picture. It could double struck, a brockage or post mint damage.

Whats the other side of the coin like?

its a brass three pence

double heads means thee is no tails

and they point ddifferent directions

Okay but is the design of one side incuse?

or are both the bust's raised?

My guess is it is two heads sides of coins joined together. Often called a magicians coins.

Check the edge for a joining line using a magnifying glass.
