Not sure about the "GRA", but the missing "I" does look like an error.

The missing I is fairly common - just look on fleabay! And to my eye, the GRA looks like post-mint damage rather than any die-flaws/errors... Sorry!

It looks like the I in the collar of the die got clogged up.
