Oner sided 1937 penny (Milled out ?)

I was wondering if any one can tell me why a one sided 1937 penny was pressed by the royal mint ?

The coin is as normal one side, but flip the coin over and its effectively been milled out so there is just the lip of the coin, with the center section professionally milled ...

Has anyone else come across one, was it a pre-testing coin ?

Somebody has been playing with a lathe. It won't be a mint product. These crop up on a regular basis.
