i have been told it can be a Richard penny York mint,but i have doubts in that ,it is approx 1.6 cm and very strange weight-0.6 gr.

Edward IV. Unfortunately I can't tell which reign but you can say in the periods 1461-70 or 1471-83. Definitely York. There are 3 ecclesiastical marks it could be.

Archbishop George Neville--- G and key by the bust.

Archbishop Lawrence Booth---- B and key by the bust.

Archbishop Thomas Rotherham-- T and key by the bust.

The letter is so mangled it could be any one. The condition is usual for this reign. B)

is it a half penny or penny? shouldn't it be a bit heavier?

Things can get clipped and the weights of some of the small denominations can vary more so than for the larger pieces. The smaller the coin the larger the spread about the mean. If in doubt, measure the inner circle. The penny will be 11 or 12mm dia, the halfpenny 10mm or a bit less.
