GB 1936 Penny - Unusual 'dots' at Date

Has anyone ever seen this before - note the dots appear to be under parts of the date and there also seems to be a dot under the 6.post-8440-0-39899900-1407956016_thumb.jppost-8440-0-82433400-1407955955_thumb.jp

Possibly a damaged blank, or deliberate marking on it? From the condition of the penny and the overlying numerals, it does appear to be a minting phenomenon rather than afterwards.

See the 3 and 9 look to me like they have been done post striking, but the 1 and the 6 look like they have been done before, just based on the fact that the 3 and ( have parts of the little circle in the number, but I could just be shadows on the coin.
